The state of Alabama provides people with disabilities services to help them get jobs. To improve the program, the state constantly measures and assesses program participation and outcomes. There are a lot of factors to consider. One consideration are the barriers that people with disabilities might face getting to the center which would serve them. Is driving time to the centers one of these barriers?
Using a large Zip Code based dataset, I was able to write a program to extract driving distances to centers for thousands of people participating in the program and map which zip codes drive the farthest to services.
The project dramatically demostrated to the large federal agency which I was working for under contract the power of using zip code as a meaningful level of analysis for their program.
